Key Investment Areas
A Growing Market for Agriculture
Agriculture is one of Liberia’s most significant economic sectors and a central pillar of the country’s development and investment agenda. Liberia’s favorable climate, abundant rainfall, extensive water resources and arable land create opportunities across agricultural production, agro-processing, logistics, storage, agricultural inputs and related services.
The Liberia Trade Office identifies agriculture and agro-processing as priority areas for investment, with opportunities spanning rice, cassava, cocoa, coffee, oil palm, rubber, horticulture, maize, cashew, aquaculture and fisheries. The opportunity extends beyond primary production: investors can participate in processing, packaging, storage, transportation, financing, marketing and export-oriented value chains.
Agriculture is central to Liberia’s national development priorities.
The Government’s ARREST Agenda places Agriculture among its core areas for economic transformation.
Current government initiatives emphasize food security, rural development, agricultural productivity, value addition and stronger market linkages.
-
Liberia has substantial rainfall, extensive water resources and a climate suited to a wide range of tropical and subtropical crops. These conditions provide a foundation for commercial agriculture and diversified agricultural value chains.
-
Agricultural investment can serve both Liberia’s domestic market and regional markets. The country’s location on the West African coast provides opportunities for businesses developing production and processing operations with regional and international market ambitions.
-
A major investment opportunity lies in moving beyond the export of raw agricultural commodities toward local processing, packaging, branding and manufacturing.
Current government discussions specifically identify opportunities to expand processing capacity for cassava, rice, cocoa and coffee.
-
The Government of Liberia is actively seeking greater private-sector participation in agriculture. In 2026, the Ministry of Agriculture highlighted investment opportunities in priority value chains including rice, cassava, maize, coffee and oil palm, while also emphasizing climate-smart agriculture, blended finance and sustainable supply chains.
Why Invest in Liberian Agriculture?
Liberia's Atlantic coastline, marine resources, inland water systems and coastal communities provide a foundation for investment across fisheries, aquaculture, seafood processing, cold-chain logistics, coastal infrastructure, marine services and other blue-economy activities.
The Liberia Trade Office identifies fishing and aquaculture among Liberia's investment opportunity sectors. The Office's investment materials also recognize aquaculture and marine fisheries as part of Liberia's broader agricultural and natural-resource value chains.
The opportunity extends beyond harvesting fish. Liberia can develop a stronger fish-to-market value chain by connecting sustainable production with landing infrastructure, cold storage, processing, packaging, transportation, finance and regional and international markets.
Current sector-development work reinforces this opportunity. Liberia's Sustainable Management of Fisheries Project includes fisheries governance, value addition, aquaculture development and investment facilitation. In 2025, the World Bank reported that Liberia had completed studies on the economic potential of fisheries, fish stocks, deepwater shrimp, native fish species and their value chains, alongside an investment guide intended to help attract private-sector investment.
Fisheries & Blue Economy
Why Invest in Liberia's Blue Economy?
-
Liberia's coastline provides access to the Atlantic Ocean and places the country within the wider West African coastal economy.
This creates opportunities for businesses serving domestic consumers as well as regional and international seafood markets.
-
The investment opportunity is not limited to catching fish. Greater economic value can be created through:
Landing → Cold Storage → Processing → Packaging → Distribution → Export
Developing this chain can increase the value captured within Liberia while creating opportunities for local businesses, entrepreneurs and coastal communities.
-
Aquaculture is an identified investment opportunity, but the sector remains relatively underdeveloped.
The World Bank's assessment found that Liberia's aquaculture subsector had not yet developed at commercial scale and identified the need for better information on suitable production areas, aquaculture zoning, management guidelines and investment conditions.
This creates an opportunity for investors with expertise in aquaculture production, technology, feed, hatcheries, farm management, processing and distribution.
-
Liberia has an established institutional framework for fisheries management through the National Fisheries and Aquaculture Authority (NaFAA).
The Liberia Sustainable Management of Fisheries Project is designed to improve fisheries management, enhance livelihoods and increase value addition. The project includes support for fisheries infrastructure, aquaculture and private-sector participation.

Discover Liberia's Untapped Tourism Potential
Liberia offers a distinctive combination of Atlantic coastline, tropical forests, biodiversity, cultural heritage and historic sites that provides a strong foundation for tourism and ecotourism investment. From white-sand beaches and surfing destinations to rainforest ecosystems, waterfalls, wildlife and historic locations, Liberia possesses tourism assets that remain comparatively underdeveloped.
The Liberia Trade Office identifies tourism and ecotourism as important investment opportunities, with potential for investment in hospitality, resorts, eco-lodges, cultural attractions, recreation and tourism infrastructure. Liberia's extensive Upper Guinea Rainforest and diverse natural environment also provide opportunities for nature-based tourism and conservation-oriented enterprises.
The opportunity extends beyond traditional tourism. Investors can develop experiences that connect Liberia's natural environment and cultural heritage with accommodation, transportation, food, recreation, community enterprises and other services across the tourism value chain.
Robertsport is a coastal destination known for its surfing potential and proximity to Lake Piso. The Trade Office identifies the area as an important opportunity for coastal, surf, nature and community-based tourism development.
Kpatawee Waterfall is identified as a significant natural tourism asset. Its forest setting and surrounding biodiversity provide opportunities for nature tourism, outdoor recreation, visitor facilities and eco-lodging.
The East Nimba Nature Reserve is highlighted for its biodiversity and natural landscape. Its forests, mountains, wildlife and unique ecosystems provide opportunities for carefully managed ecotourism and conservation-linked investment.
